When they do their risk assessments, they look at the pathways to people such as ingesting, breathing, and external dose. They include what happens when it goes into the body and the rate at which it comes out. They calculate whole body doses and internal body doses and develop risk factors. For Cs-137 the risk from external dose is about 10,000 times that of an ingestion dose.
